1. Job Training Incentive

Michigan offers a coordinated job training system using federal, state and local resources to provide a highly productive and trained workforce. Grants to training institutions can provide funding for activities that increase worker productivity and company profitability, provide transferable skills to employees and enhance the ability of educational institutions to meet the needs of industry. Grants from this $40 million fund will generally cover eligible costs for training provided by public or provide training institutions. Free recruitment, screening and testing services are available for new employers expanding in Michigan through the Michigan Employment Security Commission's Job service.

2. Infrastructure Development Assistance

The State of Michigan, through various state and federal programs, can provide public infrastructure assistance to communities for activities that range from road construction to wastewater treatment to rail access to industrial sites. These programs are administered by the Michigan Economic Development Corporation and the Department of Transportation. Grants generally cover 50% to 90% of public infrastructure development costs and up to 50% of eligible rail costs.

3. Tax Incentives

Michigan communities can abate up to 50% of local property taxes for up to 12 years. The state can provide up to a 6 mil reduction in property taxes for up to 12 years depending on the impact of the program on local tax base and job creation. State law also exempts inventory, pollution control equipment, and certain tools, dies, jigs and fixtures from local property taxes. The state sales tax (no local sales taxes are allowed) is exempted from the purchase of machinery used in manufacturing and energy used in manufacturing. The Michigan Single Business Tax (SBT) provides a Capital Acquisition Deduction for real and personal property used in the production process which may be carried for up to ten years. For capital intensive and high tech companies, this can mean that the company could have no SBT liability in the initial years of operation. Recent amendments to the Single Business Tax have reduced the overall impact of the Value Added Tax on Michigan Businesses.

4. Financing Assistance

Taxable and nontaxable industrial development bonds are available at favorable rates. Other resources may include the SBA's 504 program and the privately driven Capital Access Program.

5. Business Cost Estimating

The Michigan Economic Development Corporation can provide your company with an estimate of its costs for property taxes, Single Business Tax obligation, Unemployment and Workers Compensation costs. This service does require that your company provide detailed financial information about its operations.

6. Labor Recruitment

The Michigan Economic Development Corporation can coordinate the recruitment of new employees through a number of programs, some of which are available through the Monroe County Employment & Training Office. This organization can undertake assessment of your employment needs and recruit, screen and test potential employees, who will then be referred to your company for a final hiring decision.

7. Regulatory/Government Ombudsman Service

Through the Michigan Business Ombudsman Office, companies can access experts in the areas of workers compensation cost control, unemployment insurance law interpretations, permit processing, and assist with state regulatory programs and laws.

8. Michigan Economic Growth Authority (M.E.G.A.)

M.E.G.A. is available to financially sound manufacturing, research and development, wholesale and trade or office operations. An in-state company must create at least 75 new jobs; an out-of-state business locating in Michigan must create at least 150 new jobs. The new jobs must exceed that maintained by the company during the year preceding the opening of the facility.

9. Other Incentives

The Michigan Economic Development Corporation provides Permit Coordination through a "one-stop shopping" process that allows a company to learn what permits will be required, how to apply for them and what their expectations can be for timelines for granting of these permits.
